To configure the said option, go to the url below:
chrome://chrome/settings/
Once the setting page are shown, scroll down, find and click to view the “Show advanced settings…” configurations.
There are many options will be shown to configure Google Chrome, find the Downloads group and click to check “Ask where to save each file before downloading” as shown:
You will be asked where to save the file every time you download something.
